Doug is Ramona Flowers' ex-boyfriend. Doug is the only one of Ramona's exes who isn't evil, however he was still described as a dick by Ramona.
Doug was briefly mentioned by Ramona in Scott Pilgrim vs. the Universe when Scott asked if Ramona had dated anyone who wasn't evil. Although he wasn't evil, Doug was still considered a mean person and was stated by Ramona to have dumped her "unceremoniously".
